With more numbers of registered electric vehicles than any other, California is the EV capital of the US, and home of the California Electric Car Rebate.

The most recent data shows that 563,070 electric vehicles were registered, qualifying for the CA electric car rebate.

But what is this rebate and who is footing the bill? And, are there other car rebate programs in California? How about at the federal level?

Clean Air Vehicle Program: Federal Money for Californians

The Clean Air Vehicle Program has been established by the DMV in collaboration with the California Air Resources Board.

The program aims to provide EV drivers with incentives such as using HOV lanes, by means of CAV decals and CAV identification cards.

The Clean Air Vehicle Program rules and regulations are as follows:

  • The Federal Highway Administration (FHWA) must approve the CAV Decal Program.
  • Furthermore, the California Department of Transportation can restrict carpool (HOV) lane use at any time, should CAV’s carry fewer occupants than required.
  • Issued CAV decals cannot be transferred to another vehicle. Should a new vehicle be purchased that already has CA decals, the decal must be transferred to the new owner’s name.
  • Vehicles issued with white or green decals prior to 2017 are no longer eligible for the CAV decal program.
  • Vehicles purchased on or after January 1, 2018, are not eligible for CAV decals if a California Clean Vehicle Rebate Project rebate has been received. Exceptions apply when gross annual income is above required thresholds, which means drivers can then choose between a CVRP rebate and CAV decals.

Eligibility for CAV decals is detailed as follows:

  • Gross annual income (should be at or above):

$150,000 (single filers)
$204,000 (main income earner)
$300,000 (joint filers)

  • Battery electric vehicles and plug-in hybrid vehicles qualify for the Clean Air Vehicle Program only.
  • Fuel cell vehicle owners have 60 days from the date of purchase to choose between the Clean Air Vehicle Program and the California Electric Car Rebate (CVRP).
  • Gross annual income (should be under):

$150,000 (single filers)
$204,000 (main income earner)
$300,000 (joint filers)

  • Battery electric vehicles and plug-in hybrid vehicles qualify for the Clean Air Vehicle Program as well as the CVRP.
  • Fuel cell vehicle owners have 60 days from the date of purchase to choose between the Clean Air Vehicle Program and the California Electric Car Rebate (CVRP).

CVRP: How Much Is the Rebate?

The CVRP, also referred to as the California Electric Car Rebate program has been established to promote clean vehicles in the state of California.

It does this by offering rebates between $1,000 and $7,000 to drivers who purchase or lease zero-emission vehicles that meet the CVRP requirements.

CVRP Rebate for Tesla

The CVRP Rebate is no longer available for Tesla vehicles, but Tesla car orders placed before March 15, 2022, may still qualify.

San Joaquin Valley Drive Clean! Rebate Program

In addition to the California electric car rebate program, there is also the San Joaquin Valley Drive Clean! Rebate Program.

This program offers a rebate of up to $3,000 to residents that buy or lease eligible vehicles.

California Electric Car Rebate Components

There are several components to the California electric car rebate program that must be considered.

This is including the fact that California EV rebate eligibility requires a rebate application not older than three months.

California EV Rebate

Additionally, the California EV rebate program requires the consideration of the California EV rebate income limit (California clean vehicle rebate income limit).

California 2500 EV Rebate

The California 2500 EV rebate or $2,500 rebate, helps pay for new EVs. The Federal EV tax credit income limit makes green cars more affordable to low-and middle-income drivers and works together with CVRP to move towards the ban on gas-powered vehicles.

The existing federal EV tax credit provides up to $7,500 in credit for EVs that have batteries with a capacity of at least 5 kWh. It would phase out after the first 200,000 qualifying EVs from a single manufacturer had been purchased.

The new California 2500 EV rebate allows for a rebate of up to $7,500, no matter the number of cars sold.2

California EV Rebate Eligibility

The California EV rebate eligibility (per vehicle) is as follows:

  • The EV must feature on the list of eligible vehicles.
  • The EV must be new and registered in California
  • Leases must be according to California contracts and law.
  • The EV must have an odometer reading below 7,500 miles when purchased or leased.
  • The EV (except in the case of a fuel cell vehicle) must meet the base manufacturer-suggested retail price caps.
  • Base MSRP of $60,000 for vehicles within the Large Vehicles sector
  • Base MSRP of $45,000 for vehicles within the Cars sector3

Federal EV Subsidy

According to federal tax credit law, a type of EV subsidy is awarded for all new BEV and PHEV vehicles purchased during or after 2010.

The federal tax credit (or EV subsidy) maximum amount is $7,500.

California EV Tax Credit

The California EV tax credit amount is based on income tax, as well as the battery capacity of the EV in question.

  • An example of how the tax credit works are as follows: If an EV is purchased, and the driver owes $3,500 in taxes during the same year, the federal tax credit would be $3,500. If $10,000 in taxes are owed, the rebate would be the maximum amount of $7,500.

Under the new federal tax credit regulations, the federal tax credit for electric vehicles remains at a maximum of $7,500 for now.5

Furthermore, the California electric car rebate can be combined with the federal tax credit.

California Clean Fuel Reward

In 2022, the California Clean Fuel Reward amount was reduced to $0 for the time being because of the much higher-than-estimated growth of EV sales in the state of California, which depleted funds quickly.

Electric Car Rebate: California Incentives and Credits

Even though the California Clean Fuel Reward Amount has been zeroed temporarily, the electric car rebate California program still offers many incentives.

California EV Incentives

California EV incentives are listed as follows:

  • Up to $4,500 rebate for FCEVs
  • Up to $2,000 rebate for EVs
  • Up to $1,000 rebate for PHEVs
  • Up to $750 rebate for zero-emission motorcycles.

All above-mentioned rebates can be acquired on a first-come, first-served basis to residents of California who buy or lease new eligible EVs.6

The hybrid tax credit California makes provision for the full tax credit of $7,500 for eligible hybrid vehicles.

Used EV Rebate: California

Additionally, a used EV rebate California program is available in the form of Southern California Edison’s Pre-Owned EV Rebate Program.

Under this program, a used EV may be eligible for a $1,000 rebate.

While the California electric car rebate program does include some Tesla models, most are no longer eligible to be included in the clean vehicle rebate project, Tesla.
